SUMMARY:

Oversee the planning, administration, and implementation of all compensation (job description and evaluation, performance appraisal, wage and salary management and incentive programs), and benefits (life, health, and disability insurance as well as pension and related retirement) programs and policies. Develop and monitor benefit plans which provide value to employees, are cost-effective for the organization, and meet defined objectives. Oversee the performance management process, and manage the HRIS function and processes to ensure timely reporting and accuracy of data.

 

RESPONSIBILITIES:

  1. Develop and implement effective total compensation and benefits delivery systems to support the organization's ability to recruit, retain and motivate high-performing employees.
  2. Identify compensation issues, trends and developments; ensure compensation functionality is current, market-based and aligned in support of the Agency's financial goals.
  3. Provide expertise, guidance and consultation to management and Human Resources regarding market trends, job classifications, reclassifications, promotions, new position classifications and application of compensation programs, policies, and guidelines.
  4. Provide job description oversight ensuring that all Agency job descriptions are current, standardized and compliant.
  5. Maintain due diligence while ensuring compliance with state and federal laws in all matters related to compensation and benefits (wage and hour laws).
  6. Manage job evaluation and salary analysis functions, including salary survey analysis, compensation program budgeting, salary structure development, salary increases, and related pay programs.
  7. Conduct job analysis and internal equity studies to ensure levels and compensation are fair and equitable
  8. Participate in salary surveys and external benchmarking.
  9. Plan and direct implementation and administration of employee benefit programs such as health insurance, disability insurance, life insurance, workers compensation, employee assistance, retirement, and other plans.
  10. Conduct Cost Analysis and Rate/Service Negotiation; recommend plan changes and modifications; analyzes service levels; monitor utilization experience and identify problem areas
  11. Oversee performance management process; oversee and administer performance review system to ensure compliance with salary administration guidelines; ensure process is fair and equitable.
  12. Serve as system administrator and manage the HRIS function and processes to ensure timely and accurate reporting of data in ADP and other systems.
  13. Prepare reports and government required filings for the agency (i.e. ACA compliance, Form 5500, EEO, etc.).
  14. Other duties as assigned.

 

KNOWLEDGE:

Thorough knowledge of and expertise in all areas related to compensation, benefits, performance management, and HRIS. Must have knowledge of job evaluation, salary structure development, market pricing using major surveys.   Must have thorough knowledge of business operations and strategic planning, as well as excellent problem solving skills. Requires advanced Excel skills, including tables, V-lookups, and graphing and Intermediate Word and PowerPoint skills. Must have proven ability to negotiate successfully with senior management.

 

COMPLEXITY:

Provides expert counsel and exercises sound judgment in handling complex compensation issues. Position requires high degree professionalism, judgment, and maturity, and ability to maintain strict confidentiality.

 

Must have exemplary oral, written, and interpersonal skills, as well as strong ability to educate, persuade and interact with all organizational levels. Ability to communicate with tact and diplomacy during the process of educating, mentoring and coaching staff and management is a must.

 

ACCOUNTABILITY:

Operates under minimal supervision as an HR expert, exercising considerable latitude in decision-making process. As member of the HR management team, supports the Division Manager of HR in ensuring the successful delivery of a full line of HR products and services to line organizations.

 

IMPACT:

Decisions and achievement of department goals results in achievement of objectives and goals critical to the future success of Crystal Stairs. Has impact on Crystal Stairs' image and status in the non-profit market place.

 

EDUCATION:

Typically a Bachelor's degree in Business Administration or related field, with Human Resources Certification, or equivalent years' experience. Requires knowledge of appropriate statutes including FLSA, Equal Pay Act, Title VII, and other applicable laws, is necessary.   Incumbent is expected to continue upgrading knowledge, skills and abilities needed to keep abreast of compensation, benefits, performance management, and HRIS administration.

 

EXPERIENCE:

Minimum 5 years of Human Resources Management experience in Compensation, Benefits, and Performance Management, in addition to possessing expertise in other functional areas of Human Resources. Must have experience in organizations of 300 or more employees, with experience in HRIS administration. Exposure to ADP systems and organization timekeeping systems a plus.
