What We're Looking For:

We are seeking a Quality Assurance Specialist who will work with agency staff and assist in the implementation and development of compliance monitoring procedures to assure high quality services are delivered and contract requirements are monitored.  This person is responsible for scheduling, conducting, tracking, and reporting on compliance monitoring.  The position will report to the Quality Assurance Coordinator.   The ideal candidate will have the following duties: 

  1. Responsible for scheduling and conducting monthly compliance reviews for programs including file review, facility review, Head Start Performance Requirements review, work process, and data entry. 
  2. Responsible for ensuring that monitoring for the Child and Adult Care Food Program is timely, documented and that follow-up is validated for any compliance concern or error.
  3. Ensure accuracy, clarity, and completeness of reports and data. 
  4. Responsible for completing summary reports that are shared with management staff. 
  5. Validate that documentation is submitted within specific time frames in accordance to contract requirements and department standards.
  6. Understand and create monitoring processes for all sections of the Office of Head Start On-Site Review Protocols that are updated annually and be familiar with all updates from the Office of Head Start regarding program requirements.
  7. Conduct review of current monitoring processes and provide recommendations for improvement and ongoing gap analysis of monitoring processes.   
  8. Validate that assessments and reports are timely according to regulation.
  9. Accurately input results into a database or other application and provide reports that summarize and provide useful analysis of results and findings.
  10. Identify problem areas if any, and help develop solutions by participating in problem solving related to process. 
  11. Monitor progress and oversee completion of agreed upon action plans.
  12. Responsible for keeping knowledge current with regulatory requirements and contract changes and developing recommendations for updating monitoring processes.
  13. Identify areas of compliance risk within work units.
  14. Staff a calling queue in order to collect, document, and respond to external complaints or concerns regarding all programs with excellent customer service.
  15. Work harmoniously and productively with others in a culturally diverse environment.
  16. Perform other duties to support the department and agency goals as assigned by Coordinator.
  17. Participate in ad hoc work groups, committees and planning meetings.

 EXPERIENCE, KNOWLEDGE, SKILLS AND ABILITIES YOU SHOULD POSSESS:

  • College degree or equivalent required; a graduate degree preferred.  Years of relevant, verifiable work experience may be substituted for college level education.
  • Minimum 3 years monitoring of government contracts.
  • Must be results-driven with the proven ability to set and meet unit goals. 
  • Requires ability to manage multiple complex projects and to do so while exercising good independent judgment toward meeting agency and unit objectives. 
  • Requires excellent written, oral and interpersonal skills, with the ability to work well with diverse groups and individuals.
  • Strong conceptual, analytic and judgment skills over tactical and strategic issues.
  • Must be able to work well under pressure and meet tight deadlines. 
  • Work under minimal supervision, make independent plans and organize and prioritize work following established procedures and guidelines. 
  • Must be able to visit multiple locations weekly in order to conduct on site monitoring.
