Early Head Start Comprehensive Area Specialist

Location: South Los Angeles and Compton Area

What We're Looking For:

We are seeking a Comprehensive Area Specialist who coordinates, delivers, stays current on regulatory requirements, and ensures high quality services to programs serving infants and toddlers under the EHS grant. Assists with the coordination of training and professional development to Child Development Specialists, family home providers, and parents to increase the capacity and strengthen practices that enhance the comprehensive services areas: (health, nutrition, mental health, and disabilities) to support the growth and development of infants and toddlers (birth to 5 years of age) served by providers. In addition, the EHS Comprehensive Areas Specialist is responsible for working with external healthcare partners and school districts to secure on-going access for providers for the children being served in their family child care home program. The Comprehensive Area Specialist will:

  • Responsible to provide EHS services to Child Development Specialists, providers, and EHS staff.
  • Responsible for updating all forms and documentation related to providing services in the areas of disabilities, mental health, nutrition, and health.
  • Responsible for ensuring that 10% special education children are identified and receive individualized instructional support.
  • Responsible to work with Child Development Specialists, child care provider, and families to ensure the family child care home meets all HS/EHS, licensing, health department, and related performing standards.
  • Responsible to ensure the systematically enrollment of eligible children, including those with disabilities into both the EHS/HS to support ERSEA. 
  • Provides direct services to children as needed in the Family Child Care home.
  • Works with each family to ensure that child meets all the Well-Child Standards.
  • Supports Child Development Specialists and each family in the goal setting process leading to a family partnership agreement and provides for collaborative planning to ensure a healthy family.
  • Collects and disseminates information and materials regarding local services available to Child Development Specialists, providers, and families.
  • Establishes and maintains clear communication channels between the external partners, Child Development Specialists, providers, coordinators, managers, and EHS/HS teams.
  • Participates on the multi-disciplinary team for case management approach to holistic service provisions.
  • The Comprehensive Area Specialist s knowledgeable about community resources and links families through referrals with services that meet their unique circumstances.
  • Maintains confidentiality and trusting relationships that are culturally responsive.
  • Supports the completion of ongoing assessment including the completion of child portfolio, DRDP-R, Individual Developmental Plan, IEPs, etc.
  • Conduct at least 2 site visits using the comprehensive areas lens to ensure compliance and that individualization is evident for children with IEPs.
  • Support EHS team as needed
  • Researches and prepares recommendations on how to differentiate for children with special needs in terms of instructional materials, teaching methods, and related equipment for the purpose of providing high quality services to children.
  • Works with the team to plan and implement a comprehensive child development program that meets the HS/EHS CCP grant requirements.
  • Inspects Day Care homes for health, safety, fire, and occupancy violation for the purpose recommending necessary corrective action to assure environmental quality.
  • Communicates effectively with others including giving and receiving feedback on the quality of services.
  • Provides support to Child Development Specialists and providers in implementing healthy food and menu options.


  • BA in Early Childhood Education, Social Work, Human Development or related field with knowledge of child development birth to three. 
  • Hold a California Program Teachers Permit or be eligible to obtain.
  • Two (2) or more years of experience in Head Start/Early Head Start program in a management or coordinating position.
  • Must have a working knowledge of various computer programs including Microsoft Word, and Excel. Excellent computer skills required.
  • Experience in statistical analysis and working with social services or related community activities preferred. 
  • Ability to accept, reflect and act upon feedback.
  • Ability to relate to diverse groups of people including low-income families.
  • Ability to develop warm, open relationship with children, parents and staff.
  • Ability to promote Head Start to children, families, co-workers and community.
  • Ability to work as a team member with other staff and parents.
  • Ability to coordinate projects, work independently and follow through with project completion.
  • Some knowledge of Child Care Licensing Regulations and HS/EHS Performance Standards and best practices related to health, nutrition, mental health and disabilities services for diverse learners.
  • Individual must be able to travel from location to location without difficulties. While performing the duties of this job, the employee is regularly required to sit; talk or hear; use hands to finger, handle or feel; reach with hands and arms. The employee is frequently required to stoop, kneel, crouch, or crawl.  The employee is occasionally required to walk.  The employee must occasionally lift and/or move up to 45 pounds.  Specific vision abilities required by this job include close vision, and the ability to adjust focus between source documents and the computer monitor.  The employee works in a normal office environment where the noise level is usually moderate to loud.  Travel by car, bus, train, or airplane as required by conference attendance, etc. where in some cases overnight travel may occur. Some exposure to communicable diseases is possible when working in office or classroom environment. Evening and weekend may be required.
  • Ability to communicate, both oral and written, with individuals of different cultures and diverse linguistic backgrounds
  • Ability to speak, read and write English well enough to understand and be understood by others; bilingual (Spanish) skills are helpful
  • Ability to speak before groups of individuals
  • Must facilitate and model respectful, professional communication and teamwork, demonstrating a positive attitude.
  • Knowledge of HS/EHS and Performance Standards
  • Knowledge of state funded Family Child Care Homes programs
  • Knowledge of Child Care Licensing Regulations and Head Start Performance Standards and best practices related to education and early childhood development, family involvement and ERSEA.
  • Knowledge of Community Care Licensing and California Child Care requirements.
  • Knowledge of adult learning principles and leadership's competencies.

Special Requirements

  • Must have reliable transportation and possess a valid California Driver License in good standing with DMV required; current liability insurance
  • Must meet State health requirements to include passing a physical examination as condition of employment, Live Scan, and TB clearance.
