Early Head Start – EHS Manager

Location:  South Los Angeles and Compton Area

 What We're Looking For:

The Early Head Start Manager (EHS) is responsible for providing leadership and technical expertise to the Early Head Start Program.  The position provides direct oversight for the management of systems designed to integrate and coordinate the overall EHS program services, and to reconcile the goals of, and assign priorities to, a large number of competing demands. The Position frequently collaborates with the Director and CSI Head Start Program Managers, in planning, solicitation, negotiation and implementation of Crystal Stairs Inc.'s strategies and objectives.

 The EHS Manager's objective is to ensure effective systems are in place to support comprehensive services provided to Early Head Start families.  In addition, the EHS Manager works with other administrators to ensure all federal, state, and local regulations and contractual requirements as it pertains to the operations of an Early Head Start program are met.  The EHS Manager brings diverse organizational elements together such as health, nutrition, mental health, disabilities, education, social and support services and effectively implements plans for optimal service delivery to pregnant women, infants and toddler and their families. The EHS Manager will:

  1. Provides leadership within the Early Head Start program; understands, interprets, and applies laws, policies, rules and guidelines that govern  programs  within  the department; accurately communicate in writing and orally procedural standards and conceptual information necessary for the successful operation of the program; supervise, motivate, train and evaluate staff
  2. Designs and implements an effective system for ongoing monitoring that includes reporting, tracking, classroom and Home Based observations, communications, and reviews that lead to: adherence to all requirements; methods to measure program outcomes; and continuous program improvement and quality.
  3. Ensures an effective system of communication that is culturally responsive, two-way and effective, and extends to all stakeholders including internal staff, families and community.
  4. Ensures an effective system of human resources that maintains a structure that meets the organization's goals and objectives, ensures qualified and competent staff, provides for adequate supervision and oversight, includes methods of evaluation, and supports professional development plans for each staff member.
  5. Works closely with management and coordinates with direct reports to ensure that supplies and equipment are readily available to staff.
  6. Coordinates staff, parents, and program managers to support practices including: identification, referrals, parent permission, confidentiality of records, evaluation and individual program planning for children with special needs.
  7. Oversees professional development plan and works in conjunction with individuals responsible for staff training and development; provides guidance for individual teachers to develop training plans and obtain higher Early Childhood Education.
  8. Works closely and in conjunctions with other managers and coordinators to develop and implement a monitoring system that ensures compliance with the Head Start Work Plan and Performance Standards in the area of Education and Early Childhood Development, Staffing and Program Options'filing, tracking, and documentation.
  9. Maintains communication, verbal and written, with Program Director and other Head Start governing bodies.
  10. Has a good understanding of non-profit fiscal standards and monitors Early Head Start Program budget.
  11. Submit all necessary reports in a timely and accurately manner
  12. Works to establish a harmoniously and productively work environment.
  13. Works to establish linkages between program services by providing and accepting creative criticism.
  14. Works toward ensuring all EHS staff maintain professional demeanor in difficult situations when working with staff, parents, and community collaborative.
  15. Other duties as assigned.


  • Master of Arts (MA) in Early Childhood Education, Social Work, Human Development or related field with knowledge of child development birth to 36 months.  Hold a California Program Director Permit or be eligible to obtain.
  • Three (3) or more years experience working with families in a support and empowering environment. 
  • Two (2) or more years of experience in a State funded child care program, Head Start, or Early Head Start program in a management or coordinating position. 
  • Must have a working knowledge of various computer programs including Microsoft Word, and Excel. Excellent computer skills required. Experience in statistical analysis and working with social services or related community activities preferred.
  • Ability to communicate, both oral and written, to individuals with diverse backgrounds
  • Ability to speak, read and write English well enough to understand and be understood by others; bilingual skills are helpful
  • Ability to speak before groups of individuals
  • Ability to accept, reflect and act upon feedback.
  • Must facilitate and model respectful, professional communication and teamwork, demonstrating a positive attitude.
  • Ability to relate to diverse groups of people including low-income families.
  • Ability to develop warm, open relationship with children, parents and staff.
  • Ability to promote Head Start to children, families, co-workers and community.
  • Ability to work as a team member with other staff and parents.
  • Ability to coordinate projects, work independently and follow through with project completion.
  • Knowledge of Head Start and Early Head Start Performance Standards
  • Knowledge of state funded Family Child Care Homes programs
  • Knowledge of Child Care Licensing Regulations and Head Start Performance Standards and best practices related to education and early childhood development, family involvement and ERSEA.
  • Knowledge of Community Care Licensing and California Child Care requirements.
  • Knowledge of administrative basics.
  • Knowledge of adult learning principles and leadership's competencies.
  • Under the supervision of the Head Start Director, this position must implement and follow Child Care Licensing Regulations, State Child Development program requirements and Head Start Performance Standards and best practices related to early childhood education and assigned program area.
  • Must monitor and maintain documentation, data and files and ensures utmost confidentiality of information. Includes program file requirements, training documents, and tracking.

 Special Requirements

  • Must have reliable transportation and possess a valid California Driver License in good standing with DMV required; current liability insurance
  • Must meet State health requirements to include passing a physical examination as condition of employment, Live Scan, and TB clearance.
  • Madatory CPR and Basif First Aid certificate , which employee is responsible to maintain for the duration of their employment with Head Start
  • Fingerprints must be on file with the Justice Department. Offical transcripts of educational attainment are required before interview is granted
