Fiscal Specialist (Accountant)

We are seeking a Fiscal Specialist who is responsible for performing accounting and financial functions under the direction of the Accounting Manager. This position will be responsible for ensuring accurate and timely fiscal reporting in compliance with Generally Accepted Accounting Principles (GAAP) and applicable federal, state and program regulations. The Fiscal Specialist prepares financial information for the agency's programs and departments, as well as has responsibilities with ensuring timely monthly and annual closing processes.

The candidate will have the following responsibilities:

  1. Perform routine accounting duties, including preparation of journal entries, review and research accounting transactions, and perform analysis and reconciliations of general ledger accounts for assigned areas
  2. Post recurring and adjusting general ledger entries for monthly and year-end closing
  3. Prepare and maintain schedules to support journal entries and reconciliations
  4. Assist with preparing and processing monthly cost allocations and labor distributions
  5. May also assist in other areas of accounting, such as, accounts payable, payroll, fixed assets, and cash management as needed to meet department objectives
  6. Prepare fiscal reports for program contracts/grants in compliance with funder and agency requirements
  7. Monitor contract/grant expenditures, revenue, and budget, reporting inconsistencies with the approved budget and modifying budgets when required
  8. Ensure all transactions for programs including accounts payable and general ledger entries are allowable in accordance with the funder's criteria and are recorded accurately, making adjustments as needed
  9. Assist with maintaining budgetary system and preparation of agency and contract/grant line-item budgets, having developed a complete understanding of funder and agency requirements.
  10. Rreview contract/grant proposals and prepare proposal budgets in collaboration with responsible managers, advise and interpret funding award fiscal requirements, and document requirements for distribution to relevant personnel
  11. Prepare revenue and expense projections on a monthly, quarterly and yearly basis
  12. Prepare for and participate in regular budget meetings for assigned areas of responsibilities
  13. Assist in annual independent audit and ongoing funder's fiscal monitoring reviews by preparing necessary audit schedules and providing supporting documentation
  14. May be assigned other duties in support of the department's and agency's goals

EXPERIENCE, KNOWLEDGE, SKILLS AND ABILITIES YOU SHOULD POSSESS:

  • Bachelor's degree in Business Administration or related field, preferably accounting; Some college courses in accounting with extensive relevant work experience in accounting/financial analysis may be substituted
  • Two years experience performing routine accounting tasks, preferably nonprofit accounting
  • One year of experience monitoring budgets; budgets for government funded contracts/grants, a plus
  • Strong knowledge of accounting and GAAP
  • Must have strong computer skills with proficiencies in using computerized accounting systems and must have intermediate level of experience using MS Excel with the ability to import/export data and manipulate in Excel for reporting purposes
  • Knowledge of fund accounting systems and the Federal Uniform Guidance, a plus
  • Basic knowledge of MS Word and Outlook
  • Requires considerable accuracy and attention to detail
  • Ability to analyze financial data with successful results
  • Ability to prepare a variety of financial reports
  • Ability to meet tight deadlines with competing priorities
  • Ability to work collaboratively with all levels of agency staff and work effectively in a fast pace environment and with complex situations
  • Ability to exercise independent discretion and judgment in performing accounting duties
  • Ability to maintain a professional and confidential environment
  • Ability to communicate effectively in English through verbal and written communication
  • Ability to work with minimal supervision and to work individually and in teams to accomplish job expectations
