Under the supervision of the Recruitment Supervisor, the Recruitment Specialist is responsible for full cycle recruitment and selection of all open and temporary positions within the Agency and the successful on-boarding of all newly hired employees throughout their introductory period. The Recruitment Specialist will execute job postings, source, pre-screen, track applicants, coordinate interviews, facilitate pre-employment tests and refer applicants for clerical, technical, administrative and management positions throughout the company. The Recruitment Specialist will maintain the integrity of candidate data in the Applicant Tracking System and will execute staffing objectives by recruiting and evaluating job candidates; advising hiring managers and monitoring and reporting on internships and volunteers.




  • Serves as the primary point of contact for all recruitment activities, promotes and drives social media programs to maintain external enthusiasm around Crystal Stairs.
  • Builds applicant sources by researching, contacting and participating in community services, colleges, employment agencies, recruiters, social media, and internet sites; providing organization information, opportunities, and benefits; making presentations; participating in job fairs; maintaining rapport.
  • Reviews all job requisitions for accuracy for regular full time and temporary staff requests
  • Determines applicant requirements by studying job description and job qualifications.
  • Attracts applicants by placing job advertisements; contacting recruiters, using newsgroups and job sites (Internal and External).
  • Determines applicant qualifications by pre-screening and interviewing applicants (if necessary); analyzing responses; verifying references; comparing qualifications to job requirements.
  • Reviews and updates revisions to job descriptions according to Agency protocols and practices and legal requirements.
  • Evaluates applicants by discussing job requirements and applicant qualifications with managers; interviewing applicants on consistent set of qualifications.
  • Arranges management interviews by coordinating schedules; arrange interview locations; escorting applicant to interviews
  • Coordinates and effectively communicates the recruitment, interviewing and selection process with external and internal candidates
  • Maintain, update and record critical candidate information in the Applicant Tracking System to ensure the accurate reporting of candidate data
  • Acts as liaison with area employment agencies, prepare and liaison with social media outlets (LinkedIn, Indeed, etc.) and advertising agencies, process and check social media outlet and advertising agency invoicing, liaison with temporary agencies, record status of authorized positions within Crystal Stairs
  • Drive a high-level of traffic to micro websites optimized for key roles, track submittals and resulting hires.
  • Provides weekly recruitment updates to Recruitment Supervisor on employment activity.
  • Avoids legal challenges by understanding current legislation; enforcing regulations with managers; recommending new procedures; and confirmation of new hire orientation schedule.
  • Measures and communicates the impact of web community/social media strategies and tactics using agreed upon tracking metrics.
  • At the direction and approval of the Recruitment Supervisor, make contingent job offers of employment and verify employee eligibility to work documents to satisfy legal I-9 requirements
  • Follow up with all related pre-employment aspects of employment, such as the completion of background checks, references, live scan, health screenings, educational verifications, notifying all required departments of employee's starting date and ensuring data integrity of the recruitment process.
  • At the direction of the Recruitment Supervisor, conduct focus groups and/or assessments to evaluate the effectiveness of HR programs.
  • Updates job knowledge by participating in educational opportunities; reading professional publications; maintaining personal networks; participating in professional organizations.
  • Assist with updating internship tracking and maintain accurate records of all volunteers within the Agency
  • Other duties as assigned



  • Demonstrated a strong knowledge of recruitment processes and employment law regulations supporting recruitment
  • Expert knowledge of MS Office and advanced knowledge of HRIS and Applicant Tracking systems such as ADP/HRB and other software, to include software applications, spreadsheets, database applications.
  • Knowledge of federal and state labor laws impacting recruitment, selection and testing
  • Thorough knowledge of and expertise in all areas impacting Recruitment. 
  • Must have thorough knowledge of business operations and staffing initiatives as well as excellent problem solving skills.

Represents HR as prime contact for recruitment activities throughout the agency. Works closely with supervisors and managers as a partner to assist in the overall success of the organization.  Provides expert counsel and exercises sound judgment in handling complex employee recruitment issues.  Position requires high degree professionalism, judgment, and maturity, and ability to maintain strict confidentiality. 



Operates under minimal supervision as an HR expert, exercising considerable latitude in decision-making process.  Accountable for delivering full line of HR recruitment and staffing products and services to line organizations. 



Decisions and achievement of department goals results in achievement of objectives and goals critical to the future success of Crystal Stairs.  Has impact on Crystal Stairs' image and status in the non-profit marketplace. 



Bachelor's degree in Business Administration, Communication, Organizational Development or related field preferred. Human Resources Certification, or equivalent years' experience can be substituted in lieu of degree.  Incumbent is expected to continue upgrading knowledge, skills and abilities needed to keep abreast of social media and other related recruitment developments in the human resources field.



Five years of full cycle recruitment experience, online research, community management and/or marketing experience, with a minimum 3 years experience in social media. 



While performing the duties of this job, the employee is regularly required to sit; talk or hear; use hands to finger, handle or feel; reach with hands and arms.  The employee is frequently required to stoop, kneel, crouch, or crawl.  The employee will be required to stand for extended periods of time during community events or job fair activities (not to exceed 6 hours). The employee must occasionally lift and/or move up to 30 pounds.  Specific vision abilities required by this job include close vision, and the ability to adjust focus between source documents and the computer monitor.  The employee works in a normal office environment where the noise level is usually moderate. Occasional travel is required to support recruitment activities.
